Moving to Portugal with your beloved pets? Whether they’re furry, feathery, or scaly, we know they’re part of your family. The good news: you can bring them! But the rules vary depending on the type of animal. This guide covers everything you need to know about bringing pets from the USA to Portugal, including dogs, cats, ferrets, birds, small mammals, and ornamental fish.

Dogs, Cats & Ferrets: Standard EU Pet Import Rules

These pets follow the most regulated process in the EU. Here’s what you need:

  • Microchip: Required. Must be ISO-compliant (15-digit).
  • Rabies Vaccination: Mandatory after microchip implantation and must be valid.
  • 21-Day Waiting Period: You can only enter Portugal 21 days after the primary rabies shot.
  • EU Health Certificate: Issued by a USDA-accredited vet within 10 days of travel and endorsed by USDA. Valid for 4 months.
  • Tapeworm Treatment: Not required for Portugal when arriving from the USA.

Important for Dog Owners: Breed-Specific Laws in Portugal

Portugal classifies certain breeds as “Dangerous or Potentially Dangerous.” These include:

  • American Pit Bull Terrier
  • Dogo Argentino
  • Rottweiler
  • Staffordshire Bull Terrier
  • Fila Brasileiro
  • Tosa Inu

If your dog is one of these breeds (or a mix), you must:

  • Obtain an Import License from Portuguese authorities before travel.
  • Secure Third-Party Liability Insurance covering dog attacks.
  • Provide Breed & Behavior Documentation as requested.
  • Use a Muzzle & Short Leash (max 1 meter) in all public spaces.

After Arrival in Portugal

  • PSP Registration: Register at your local Polícia de Segurança Pública station.
  • Mandatory Owner Training: Complete a certified course on handling dangerous dogs.
  • Compliance with Local Permits: Some municipalities may require extra documentation.

Key Tip: This is a two-step process—import license before travel, then PSP registration and training after arrival. Always check the official DGAV website and consult a relocation specialist.

Small Pets: Rabbits, Hamsters, Guinea Pigs & Rodents

Rules are simpler but still require:

  • Rabies Vaccination: Not required.
  • Health Certificate: Issued by a USDA-accredited vet within 10 days of travel.
  • Import Permit: Usually not needed for non-commercial moves.

Key Tip: Even small pets need official health documentation before flying.

Birds: Parrots, Parakeets & Other Species

Importing birds is the most complex process due to Avian Influenza prevention:

  • Import Permit (Guia de Importação): Required from DGAV.
  • Mandatory Quarantine in Portugal: Minimum 30 days at an approved facility.
  • Pre-Export Quarantine in USA: 30 days under USDA supervision with disease testing.
  • Health Certificate: Detailed USDA-endorsed document.

Key Tip: Plan at least 6 months ahead. Many pet owners choose to rehome birds due to cost and separation during quarantine.

Ornamental Fish

  • Health Certificate: Usually not required for personal imports.
  • Species Restrictions: Check CITES list for endangered or invasive species.
  • Quantity Limit: Up to 5 fish per person without commercial paperwork.
  • Transport: Fish must be packed in oxygen-filled bags inside insulated boxes.
